Quigley is out to defend the NABF belt he has held since a decision win over Glen Tapia at Fantasy Springs 18 months ago.
In Hernandez, he meets a former world title challenger and a veteran of 43 professional bouts.
The 39-year-old Mexican has lost eight of his last 13 fights, including a 2010 loss to Andre Berto when the WBC world welterweight belt was up for grabs.
The durable Mexico City fighter has been cut several times in recent fights and Quigley will look to exploit any openings.
“I just have to get in there and let him know who the main man is,” Quigley said.
“I’m coming to the perfect peak of my career.
“I have no pressure. I’m focussed and confident to defend my title.”
Quigley-Hernandez is slated for 10 rounds and will headline a Golden Boy Boxing on ESPN card. The bout will be shown live in Ireland by eirSport with the ring walk due to take place around 3am Irish time.
Hernandez knows that he’s in the winter of his career, but is determined to upset the odds against the rising Quigley.
Hernandez said: “At this place in my career, I know I have very little time left to leave an impression and to take career risks, but the public will not be disappointed with my performance. I’m going to give it all that I have.”
